The Tower a residential building with 47 usable levels of apartments was designed 2000 by architects Khatib + Alami. The facade is an eclectic mix of traditional ornament with glass and aluminium on 248 meters above ground.

A futuristic pedestrian bridge links the Chelsea Tower to it's 20-level car parking structure. In 2002 the architects of ATKINS planned another distinctive feature: The 40-meter needle on top of the residential building who stands out in Dubai's skyline.
